When the government has to build new prisons, it means that the level of crime in the country is high.
The Republic of Moldova is no exception to the rule. In its formative stages since independence, our country has experienced different emphases in development strategies. The emphases changed often, the directions the same. It was not taken into account that when implementing new development directions, it is necessary to continue the precedents. Only the tendencies of citizens for normality and a secure future remained constant.
In 2005, when ECOSEM GRUP launched itself in the national real estate field, the country's leadership at that time focused on the construction of social apartments accessible to different categories of citizens, such as: teachers, doctors, veterans of the Dniester War and other state employees.
And because we were attracted by this beautiful idea, we chose to build a housing complex intended for the Veterans of the Dniester War, their widows and employees of the Ministry of Internal Affairs, who participated in the conflict.
The new apartments, which were built at a price of $ 300 / m2, seemed an unattainable dream for everyone. But ECOSEM GRUP with its courageous team made it happen. And 120 social apartments in 2011 were transferred to the ownership of the Veterans of the Dniester War.
Why was it possible at that time to initiate and implement such a complicated project? Because the state's priorities were manifested by supporting the Chisinau City Hall, which offered the land for the construction of social apartments for free. The country's leadership showed strong and constant support for this unique project of national interest and with a patriotic charge that is difficult to measure, for us it was a source of pride mixed with a high degree of prestige. The government had also granted preferential loans to war veterans worth 82,000 lei, half of which was non-refundable. And all these factors contributed to our motivation through which we fully realized this emblematic project through the superhuman effort of the construction company ECOSEM GRUP. Although at that time the cost per m2 had already reached the level of 450 euros/m2, Ecosem Grup fully covered for the War Veterans the difference between the cost of 450 euros/m2 and the price of $300/m2 at which the apartments were offered. As a real estate developer of this project, the design of the complex, the full management of all logistics, management, construction, finishing and commissioning processes were memorable for Ecosem Grup. Interaction with state organizations was also a complex process. And the interaction with the War Veterans Association and its members, veterans and employees of the Ministry of Internal Affairs who fought was not only memorable, but also formed us as a team resistant and resilient to any situations. It was the interaction with these brave people that forever determined us not to give in to hardships, attacks and problems.
At that time, all state corridors were talking about the need to provide housing for War Veterans, many of whom were in poor health and could not afford to buy an apartment at market price. The formula we offered came as the only viable solution to provide Veterans with housing without the state having to buy these homes in full, the price of $300/m2 being covered by the war Veterans themselves. Our social real estate project is eloquent proof that the state can achieve its goals and development strategies only together with the business environment. Many areas can be developed by local companies.
After the completion of the first large-scale project, state policies shifted their focus, and this type of project no longer found support.
