"The city is suffocating with construction, too many apartments are being built and we have too many construction companies" is the rhetoric, which persists in our society and to a certain extent dominates state policies in recent years. Developed societies emphasize real estate developers and support in every way the continuity of the activity of each developer. Because a real estate developer can fully realize not only residential projects, but can also build kindergartens, schools, hospitals, sports and public facilities from scratch. A real estate developer does not only mean apartments. A real estate developer can bring any social project from idea to completion on empty land. In the municipality of Chisinau, there will be too many real estate developers until the residents of old buildings will have to be relocated to new ones. When hundreds of old buildings will be out of use, and technical degradation will make them uninhabitable, to build new apartments in limited terms, there will no longer be enough existing real estate developers. Earthquakes are also a phenomenon, which will make natural selection for many buildings in Chisinau. At the moment there is still no report confirming how many residential buildings in Chisinau will withstand an earthquake of 5 degrees, 6 and 7 or 8 degrees on the Richter scale? Just as we do not have a thorough analysis of public buildings, kindergartens and schools. Now real estate developers are building blocks on a commercial basis and selling apartments on the free market depending on the supply and demand ratio. Newly built apartments are added to the housing stock built in the interwar/communist period and apparently we have the feeling that the market is saturated. And it is true, at the moment we do not have an apartment crisis in Chisinau, no one is sleeping on the streets and all those who wish, who have the opportunity, can secure a corner of the house. However, the question that arises is how sufficient the housing stock will be if for various reasons or technogenic events the first 20,000 apartments will be taken out of use at the same time, but what if there will be an urgent need for 40,000 apartments? But we also have social objectives. In recent years, the few schools built from scratch were executed by foreign developers. And for the old buildings of kindergartens and schools in Moldova, what is the deadline for safe operation? We must also take into account that a real estate developer grows and develops over time, and when necessary you cannot grow a real estate development company with real capabilities overnight. In addition, for the city of Chisinau to look good, a lot of dilapidated buildings need to be demolished and new, modern buildings with functionalities built in their place, which will meet the requirements of new generations of city dwellers. And for this, again, solid urban real estate development capacities are needed. So let's never be so categorical when talking about how important real estate developers are for the development of a city, and the indicator of apartment sufficiency in general is relative.
